Our Robust Inspection & Maintenance Program

Our AIM initiative features six quality assurance touchpoints for each home over the duration of a service member’s Villages residency. Three such touchpoints occur before move-in, during which more than 400 inspection points are examined and upheld across multiple assessments of each home. After move-in, every home receives annual inspections and quarterly HVAC filter changes. Homes are inspected again during every work order response, and each year a randomized selection of homes is inspected by an independent third party.

An overview of each of our six quality assurance touchpoints follows. We hope that you find this information helpful in knowing that we work hard to anticipate your needs and that your home has been maintained to the highest standards, having passed these rigorous inspections.

MOVE-IN INSPECTIONS & HOME PREPARATION

Before we hand you the keys, your home has undergone multiple inspections performed by the Villages at Irwin and the Army Housing Office team during which more than 400 inspection points are examined and upheld.

+ Pre-Move-Out Inspection

When an existing resident submits a Notice to Vacate, the Villages at Irwin's trained maintenance technicians conduct a proactive Pre-Move-Out Inspection. During this inspection, the Villages forecasts repairs and potential issues to be resolved while the home is vacant in preparation for the next family. The result is an efficient and thorough home turnover process.

+ Change of Occupancy Maintenance and Inspection

While a home is vacant between residents, maintenance repairs, cosmetic improvements, and a deep clean are conducted. The Villages at Irwin's specialized Quality Control team works hand-in-hand with our contractor(s) performing these duties throughout the entire turnover process to ensure the work performed meets the community's rigorous quality control standards. Once the work is complete, the Quality Control team conducts a 166-point inspection and Preventative Maintenance Inspection (as outlined below) before scheduling a final, independent review by the Army Housing Office.

+ Third-Party Quality Assurance Inspection

The Garrison Army Housing Office (AHO) is comprised of specially trained housing inspectors from a variety of backgrounds. This team uses an independent, standardized inspection list made of more than 250 inspection points, to review 100% of homes that have completed the Villages' Change of Occupancy Maintenance and Inspection process (as outlined above). Only after the home has passed this final independent inspection is it deemed AIM-approved and move-in ready.

 

ANNUAL INSPECTIONS & ONGOING MAINTENANCE

After move-in, we remain committed to maintaining the quality and safety of your home. The Villages at Irwin and Quality Assurance team work together, and with other third-party experts, to ensure homes are routinely inspected and all resident concerns are addressed in a timely manner.

+ Annual Preventative Maintenance Inspection

Every Villages at Irwin home receives an Annual Preventative Maintenance Inspection during which a trained maintenance technician examines more than 150 inspection points including:

  • Checking for water leaks in plumbing areas

  • Inspecting the HVAC unit

  • Inspecting the HVAC system's ductwork

  • Replacing the HVAC filter

  • Checking the manufacture date and testing the functionality of all smoke and carbon monoxide alarms

  • Inspecting the fire extinguisher

  • Performing a basic electrical system inspection

  • Inspecting all appliances

  • Observing health and welfare conditions

  • Completing a Hot Spot Inspection (as outlined below)

  • Performing a visual inspection of the interior and exterior walls and roof

Additionally, as of February 2021, the Villages at Irwin has partnered with an independent licensed HVAC contractor to roll out an enhanced HVAC preventive maintenance initiative. Under this program, every home on post will receive quarterly filter changes and one enhanced HVAC system inspection per year. During each filter change, the HVAC system's ductwork and mechanical elements will be visually inspected. During the enhanced inspection, the refrigerant levels will be topped off, the evaporator and condenser coils and blower motor will be cleaned, and a full inspection of all electrical and mechanical components of the HVAC system, including the ductwork, will be thoroughly inspected.

+ Hot Spot Inspections

A trained Villages at Irwin maintenance technician will perform a Hot Spot Inspection during every work order response for your home. The Hot Spot Inspection encompasses a Village-specific proactive check of all areas where increased moisture levels have the potential to present and possibly cause problems. Checks include all water sources, any rooms that contain water sources, basements, all bathrooms, and any areas where water could enter from the exterior. A visual inspection, in conjunction with a moisture meter reading, is completed to verify no elevated levels of moisture are present under the finish of applicable building materials. If any issue is found that cannot be rectified on the spot by the qualified technician completing the inspection, a new work order is generated for immediate follow-up.

Furthermore, the third-party Quality Assurance Team conducts follow-up inspections on 100% of any life, health, and safety work orders, and on a randomly selected 5% of all completed work orders.

+ Military Quality Assurance and Long-Term Sustainment Inspection

Each year, a randomized selection of homes across all 15 villages undergoes a rigorous Military Quality Assurance and Long-Term Sustainment Inspection. This inspection focuses on life safety, environmental and building conditions, and the homes' plumbing, heating and cooling systems, basement/crawl space, windows, flooring, exterior foundation, roof, and sidewalks. Radon testing is also conducted in a portion of these homes.
